3 minutes on any topic pertaining to DESIGN REVIEW in Alpine over which this Board
has jurisdiction, and that does not appear on this Agenda. There can be NO BOARD
DISCUSSION OR VOTE on any issue(s) so presented until such time as proper public
notice is given prior to such a discussion or vote. Those wishing to address the Board
on any agenda item may do so at the time that agenda item is being heard. Each

The county has requested the planning group make a formal recommendation on public convenience & necessity for the permit application at this site.  Presentation, Discussion & Action

On January 26th, 2019 the County of San Diego Planning and Development Services staff held a workshop at the Alpine Community Center and presented and received feedback about potential land use alternatives in the Alpine Community.     1. County of San Diego staff from the Code Compliance division will make a presentation to the Group regarding the services offered and how code compliance cases are evaluated and addressed. The owner of a parcel located on Midway Drive (APN 403-191-07-00) has requested to make an initial presentation to the Group regarding a site plan project (PDS 2018-IC18-068) they will be submitting to the County. The proposed project is for a new 65-unit apartment complex.  The proposed project is comprised of three separate buildings, with basement garage parking and minimal on-grade parking for visitors, ADA, etc.  The project will be served by Padre Dam water and sewer from the County of San Diego sanitation district.  Presentation & Discussion Only

This is an opportunity for those interested in serving on the Alpine Community Planning Group to make a statement to the group about their credentials and desire to serve.  No recommendations will be made at this meeting.  The Group may make a recommendation at the August 22nd, 2019 meeting.
    3.     1. A representative from Padre Dam Municipal Water District will provide a briefing/update on the status of the East County Advanced Water Purification Program.  The East County Advanced Water Purification Program will create a new, local, sustainable and drought proof drinking water supply using state-of-the-art technology to purify East County’s recycled water. This water recycling opportunity would diversify East County’s water supply and reduce dependence on imported water. If the program moves forward, it will produce up to 30 percent of East County’s current drinking water demands. Presentation, Discussion & Action.
    2. DPW SPECIAL EVENTS ORDINANCE UPDATE – The County is updating the existing ordinance for “Special Events” in the right-of-way. Special Events include neighborhood block parties, athletic events, and parades.
      1. Why does the ordinance need an update:
        1. The current ordinance was established in 1965 and last amended in 1988.
        2. The original purpose of the ordinance was to promote parades.
  • There has been an evolution in the types and sizes of events within communities.
  1. There have been more athletic events than parades.
  2. Modern events impact the ability of residents to access homes, businesses, and roads.
  3. The current ordinance does not establish appropriate submittal timelines for reviews.
  1. The Ordinance update will:
    1. Include events that the current ordinance does not address (i.e. bicycle events, 5K runs).
    2. Define the process for obtaining permits.
  • Define community outreach requirements.
  1. Establish appropriate deadlines for advance application submittals.
  1. Special Event types and requirements:
    1. Neighborhood Block Party – 150 or less residents with 75% petition support.
    2. Medium Event – Up to 600 participants with information signs and mailers.
  • Large Event – 600+ participants with signs, mailers, community input, and social media.
  1. The County is requesting general feedback on the ordinance and on these specific elements:
    1. The ordinance limits permits to non-profit applicants only.
    2. The ordinance allows road closures for up to 24 hours without Board approval.
